Development Process


Development is an unconscious phenomenon occurring slowly over time on an irregular basis, meandering forward with zigzags and setbacks. By Re-examining and Re-discovering the process of Development and on the basis of that developing road-maps, policies, strategies and action plans, we could put the society, on fast track eliminating the negatives that block its path so as to positively control its ever accelerating course, as development-express.


Development, like Growth, is a form of progress, but it is of a higher order. Whereas Growth is an expansion of more of the same, Development is an expansion at and to a higher level or rather at a new unprecedented level. For example, Garbage can accumulate and grow into heaps and heaps but we don’t say that the Garbage is developing; we say that the ‘Garbage is Growing’ and on the other hand ‘Development is Disposal’ of the Garbage and the process and creation of a mechanism that makes the removal and disposal possible. In business we might think of Growth as a duplication of a retail store model into dozens of franchise operations; whereas Development was the actual development of the franchise concept in the first place. Growth is the increase in the number of high-rise buildings both horizontally as well as vertically but Development was the concept of Elevator that took the vertical rise in Real Estate to an unprecedented level and also effected its growth, and later the Development of Escalator further facilitated public and passenger traffic at transit points. Compare the Growth or increase in the number of stair-steps and staircases with the higher level of Elevator and Escalator Technology as Development. Increasing the number of load-carrying wagons in a Goods-Train, increasing its speed or laying new tracks is a Growth-model but creation of Dedicated Freight Corridor in India can be easily called Quadrilateral Engineering Development. Development is the more of a movement to a higher qualitative level, whereas Growth is a pure quantitative movement. But this does not mean that Growth is not important. Development takes us to the higher level and it also facilitates Growth at the current level. Growth and Development, in fact, go hand in hand towards the Progress of Country. At the same time a Complexity develops where Progress leads to Development.”

 

In Developing economy Growth cannot be linked merely to the upper and middle class only but one needs to look at the grass root level where the majority are the poor, needy and the destitutes. Here Growth means right to food, right to education, right to shelter and if these are not made available to the poor, needy and the destitutes  struggling at the bottom of the pyramid, Growth also means right to information to know why they are deprived and when they shall be provided and then even the right to reject the authority and the mechanism that is depriving them of these basic rights. With these basic rights in place Growth will be translated as Growth in the agricultural produce, poverty linked PDS subsidies and facilities like electricity, fuel, school with all teaching facilities and books for the children and even Development of a new townships for the benefit of the needy, after getting the necessary clearances and where required doing away with the unimportant entry barriers and blocks that are not relevant. Growth thus translates as well as reflects in tangible benefits for the poor and the needy.
